Executive Summary : - 

Global Ethanol production stood at 90,000 kilo tons in 2020, a decrease of 10% from the previous year mainly because of COVID-19 pandemic. Fuel application is by far the largest single outlet for ethanol accounting for around 87% the total demand. Non-fuel applications account for remaining 13% of the total demand.

The USA and Brazil have led the industrial production of ethanol since several years, together accounting for around 75% of global production in 2020. Brazil was the largest ethanol producer until 2004, before being overtaken by the United States in 2005. The US, remains to be the largest producer of ethanol globally with an installed capacity of around 52,000 kilo tons representing around 48% of the global capacity. The country has witnessed an upsurge in ethanol capacity in the last two decades.Currently the US has around 200 plants authorized to produce ethanol.

Corn is the most common feedstock for fuel ethanol production in the United States as it is easily available at lower prices. Sugarcane, beverage waste, barley, Cheese whey have been used as feedstocks for ethanol production, but at a far smaller scale.Annual average capacity utilization rates in US are around 93% during the historical period 1995-2020. The COVID-19 pandemic impacted ethanol production in the country which witnessed a decline of around 11% in 2020 compared to 2019 production statistics.

In terms of demand, ethanol demand in US has been estimated to be around 45,000 kilo tons in 2019 which has grown from near about 4,200 kilo tons in 1995. Fuel remains the single largest application in the country accounting for nearly 98% of the total demand. Industrial and other applications collectively accounted for the remaining 2% of the demand.

China the fourth largest fuel ethanol producer in the world after the United States, Brazil, and the European Union. Corn is the major feedstock; corn cobs, wheat, cassava, and sorghum are also used to produce ethanol in China.

In 2002, the Chinese government introduced National Fuel Ethanol Program, mandating the use of ethanol blend gasoline. In 2002, Fuel-ethanol test plan was started. In late 2004, an E10 Program was introduced in 5 states and later it was expanded to 27 cities in 2007. By 2016, 11 states and 40 cities had adopted an E10 blend mandate. 

Hygiene requirements and government policies driving Ethanol demand growth : - 


The COVID-19 pandemic has led the consumer become more hygiene centric with sanitizer demand skyrocketing since 2020. This has led to an increase in demand for medical grade ethanol. Several governments mandated food / medical grade ethanol manufacturers to support the demand of ethanol for sanitizer and disinfectant applications.

The global Ethanol industry gained traction since 2004-2005 predominantly due to the policies related to ethanol blending in gasoline. Fuel containing up to 10% ethanol started gaining interest in 1970s during World War II. Since that time, ethanol production and consumption has been encouraged by a federal tax exemption for E10. Methyl tert-butyl ether (MTBE) was used as fuel additive in the United States before being banned in 2000 due to its growing environment concerns. The Energy Policy Act was introduced in 2005, and MTBE was completely banned in the United States. This policy encouraged Gasoline refiners to consider ethanol as substitute for MTBE as a gasoline additive. 

Following are ethanol blending mandates of a few countries.

US: In 2019, the government allowed E15 to be sold year-round throughout the country.

China: Currently China’s ethanol blend rate is below 5% despite plans by the government to implement a nationwide E10 by 2020. The government has unofficially suspended its goal to implement E10 by 2020 due to rising corn prices and limited ethanol production capacity. More than 80% of the fuel ethanol is produced from Corn

India: A National Blend Rate of 10 Percent by 2022 and a 20 percent ethanol blend by 2030 was proposed by the Government of India in 2018. To accelerate ethanol production, the Government of India is providing financing and fiscal incentives to manufacturers to setup ethanol bio refineries. The Government also allowed 100% foreign direct investment in biofuel technologies.

Belgium: Until December 31, 2016, Belgian government allowed 4% ethanol blending in gasoline which was increased to 8.5% in January 2017.

Austria: Since 2012, Austria Government mandates a blending of 3.4% ethanol on all gasoline products sold across the country.
